CPM Explained: What "Cost Per Thousand" Actually Tells You

CPM measures reach cost, not results — here is when it is the right metric and when CPC or CPA tells you more.

CPM stands for cost per mille — mille being Latin for thousand — and it measures how much you pay for every 1,000 ad impressions, regardless of whether anyone clicked, engaged, or converted. It is one of the oldest advertising metrics, inherited from print and broadcast media, and it still answers a specific question: how much does reach cost.

The CPM Formula

CPM = (Total Spend ÷ Total Impressions) × 1,000.

Spend: £500

Impressions: 100,000

CPM: (£500 ÷ 100,000) × 1,000 = £5.00

A £5 CPM means every 1,000 times your ad was shown cost £5, or half a penny per single impression.

What Drives CPM Up or Down

  • Platform: CPMs vary widely between search, social, and display networks based on ad inventory supply and demand on each platform.
  • Audience competition: narrowly targeted, high-value audiences (e.g. business decision-makers, specific high-income demographics) cost more per impression because more advertisers are bidding for the same limited inventory.
  • Ad relevance and quality: platforms that use quality or relevance scoring (most major ad networks do) reward well-targeted, engaging creative with lower effective CPMs, and penalise low-relevance ads with higher costs for the same reach.
  • Seasonality: CPMs across most platforms rise sharply in Q4 as retail and holiday advertisers compete for the same inventory, then fall back in Q1.

CPM vs. CPC vs. CPA: Different Questions

These three metrics are not competing answers to the same question — they each answer a different one, and picking the right metric depends on the campaign goal.

CPM answers: how much does reach cost? Use it for brand awareness campaigns where the goal is exposure, not immediate action.

CPC (cost per click) answers: how much does engagement cost? Use it for traffic-driving and consideration-stage campaigns.

CPA (cost per acquisition) answers: how much does an actual outcome cost? Use it for direct-response campaigns measured on sign-ups, purchases, or leads.

Reading CPM in Context, Not in Isolation

A low CPM is not automatically a good result — an extremely cheap CPM often means low-quality, poorly targeted, or low-engagement inventory. A channel with a higher CPM but a meaningfully higher click-through and conversion rate can produce a lower effective cost per acquisition than a "cheaper" channel with weak engagement. Always evaluate CPM alongside CTR and downstream conversion data, never as a standalone success metric.
