How Timezones Work

The world is divided into time zones defined as offsets from UTC(Coordinated Universal Time), the global time standard. UTC+0 is the baseline. New York is UTC−5 in winter (Eastern Standard Time) and UTC−4 in summer (Eastern Daylight Time). Tokyo is UTC+9 year-round. Japan does not observe daylight saving time. The IANA Time Zone Database
