How Timezones Work
The world is divided into time zones defined as offsets from UTC(Coordinated Universal Time), the global time standard. UTC+0 is the baseline. New York is UTC−5 in winter (Eastern Standard Time) and UTC−4 in summer (Eastern Daylight Time). Tokyo is UTC+9 year-round. Japan does not observe daylight saving time. London is UTC+0 in winter (GMT) and UTC+1 in summer (BST).
Daylight Saving Time (DST) is the main source of confusion. The US, Canada, most of Europe, and parts of Australia shift their clocks forward by one hour in spring and back in autumn, but the exact dates differ. The US switches on the second Sunday in March; Europe switches on the last Sunday in March. This means there are two weeks each year when the difference between New York and London is 4 hours instead of the usual 5.

The IANA Time Zone Database
Every computer, phone, and server uses the IANA Time Zone Database (also called tzdata or zoneinfo) to know the current UTC offset for any named timezone. It is maintained by IANA and updated whenever a country changes its DST rules or UTC offset — which happens more often than you might expect. Venezuela, for example, changed its offset in 2016. Morocco observes DST but suspends it during Ramadan. Keeping tzdata up to date on servers is a routine sysadmin task that prevents time-sensitive bugs.
